Job Responsibilities and Requirements: Assists with and or prepares sensitivity and make/buy analyses. Assists and or prepares the preparation of presentation package and supports estimates during review or fact finding. Evaluates customer technical and proposal requirements. Assists pricing by applying appropriate pricing methods, conducting analysis and developing pricing instructions. Assists with review of estimates, terms, conditions, ground rules and assumptions. Applies rates and factors to cost elements and assembles proposals by integrating appropriate documentation. Can be expected to provide guidance on fee strategy and pricing. Supports/Develops estimating and pricing policies; identifying and resolving pricing system issues. Supports fact-finding, negotiation and post-award audit activities, participates in internal control audits. Participates in and or leads the development and maintenance of estimating and pricing methods and effective internal controls to assure compliance. Collects and analyzes cost and non-cost data in structured systems. Maintains historical data for use by estimators. Uses business plan data and forecasts to develop rates and factors for use in estimates, pricing and proposals. Participates and or performs the evaluation of business cases by using a wide range of qualitative and quantitative techniques to perform risk, financial and competitive analysis, providing business decision recommendations. Develops and evaluates processes to optimize operational efficiency and promote changes in a manufacturing, engineering, and service fields. Uses mathematical models to optimize use and integration of facilities, equipment, materials, processes and personnel. Is able to develop and communicate the financial implications of the current processes as well as the optimal environment. Competencies General  Business (Financial) Acumen Accurately performs quantitative financial calculations and/or understands the implications of financial graphs, charts, tables, etc. on own work group, other work groups, and occasionally on external customers. Integrates financial data effectively allowing for the identification of key issues, decision-making criteria, and the determination of strategies and plans for own work group, other work groups, and occasionally with external customers. Contributes to appropriate financial strategies and systems to maximize cash flow and limit risk to the organization.  Business (Operational) Acumen Knowledgeable about how the business and organization work; knowledgeable in current and possible future policies, practices, trends, and information affecting the business and organization; understands the competition; is aware of how tactics work in the marketplace. Understands how to accomplish tasks both through formal channels and the informal network; understands the origin and reasoning behind key policies, practices and procedures; understand the cultures of the organization.  Communication Clarifies purpose and importance; stresses major points; follows a logical sequence. Keeps the audience engaged through use of techniques such as analogies, illustrations, humor, an appealing style, body language, and voice inflection. Frames the message in line with audience experience, background, and expectations; uses terms, examples, and analogies that are meaningful to the audience. Seeks input from audience; checks understanding; presents message in different ways to enhance understanding. Uses syntax, pace, volume, diction, and mechanics appropriate to the media being used. Accurately interprets messages from others and responds appropriately. Technical  Analytical Skills Skill and ability to: collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources at the department level.  Engineering Processes Complete knowledge of responsibilities and tasks performed by various Engineering departments/disciplines (e.g., design, test, software, technology, avionics). Complete knowledge of the interaction between departments/ disciplines and how their products/processes affect one another and impact non-engineering processes (e.g., Operations, Logistics, Business).  Engr Knowledge & Comprehension Complete knowledge of various engineering disciplines such as electrical, mechanical, and systems. The ability to communicate with technical personnel from multiple skill areas and functions to evaluate technical information and issues impacting design, production, and support of products, services, or other deliverables.  Estimating Methods Complete knowledge of estimating techniques and relationships used in practical application (e.g., cost models, cost estimating relationships).  Operations Processes Complete knowledge of the responsibilities and tasks performed by various Operations departments/disciplines (e.g., Fabrication, Assembly, Tooling, Quality, Industrial Engineering, Manufacturing Engineering). Complete knowledge of the interactions between departments/disciplines and how their products/processes affect one another and impact non-operations processes (e.g., Engineering, Business, Logistics).  Procurement Processes Complete knowledge of the responsibilities and tasks performed by various procurement departments/disciplines. Complete knowledge of the interactions between departments/disciplines and how their products/processes affect one another and impact non-Procurement processes (e.g., Engineering, Business, Operations, Logistics).  Statistical Concepts Complete knowledge of statistical analysis concepts such as normal distribution, standard deviations, mean, probability, and confidence levels.
