Chief Information Security Officer

Job Responsibilities and Requirements: The CISO will be responsible for information security, privacy and risk assessments, inclusion of security and privacy controls in system developments, information security and privacy initiatives and ongoing compliance aspects of information security and privacy, and will provide leadership, strategic, and line management directions. The CISO collaborates with all stakeholders and provides leadership and management in the areas of security, privacy and risk. The CISO will assist in establishing an enterprise security stance by developing, implementing, and directing policy, architecture and training processes. Duties: 1. 25% - Initiate, facilitate, and promote activities to create information security and privacy awareness within the state and provide training and oversight in accordance with established information security policies and procedures. Develop training plans and research, define and develop new training requirements; research laws and regulations, keep abreast of the external environment for new threats and vulnerabilities, and develop new policies, processes and services based on findings to support the services provided by SPR. 2. 25% - Participate in the system implementations, as assigned by the CIO, to ensure that appropriate security and privacy controls are built into systems prior to rollout. Represent the state in meetings as a proxy for the CIO. Serve as the state's information security and privacy authority on information security/privacy projects/initiatives as assigned by the CIO. 3. 20% - Perform information security, privacy and risk assessments to identify new systems and/or monitor existing systems for compliance with information security/privacy policies, procedures, and standards, referring problems to the appropriate stakeholders and following up on appropriate resolutions. Perform ongoing system and network health checks on identified high risk network segments, systems, and applications. 4. 10% - Review and cooperatively develop network, system and application security plans throughout the state, and liaises with other information security groups in investigation and resolution of security incidents. 5. 10% - Manage the heads of the Security and Compliance and Privacy units. Work involves monitoring the scheduling process to ensure performance goals are met, regularly review with the direct reports that tasks are assigned appropriately and completed satisfactorily in accordance with federal, state and industry technical, security and privacy compliance standards. Collaborates with managers in the succession planning and development of staff within this unit. 6. 10% - Support the CIO to coordinate activities of and participate in IT and CIO committees and meetings related to information security and privacy; update CIO on status and progress. Perform other duties as assigned. Required Qualifications: Bachelor's degree in a field related to technology, industrial design, telecommunications or information architectures from an accredited institution, equivalency considered. Equivalency would be at least 5 years of progressive full-time work in a relevant technology-related area Must be a certified CISSP (Certified Information Systems Security Professional) with a current certification Five years of experience with IT security programs, best practices, and/or standards Five years of experience with network protocol (TCP/IP, ICMP) relating to both systems and networks Previous experience with Security, Privacy and Risk Management for a medium to large organization Strong time-management and organizational skills, with a record of being flexible, accurate, detail-oriented, reliable, and self-motivated as evidenced by application materials Five years management experience in an enterprise IT environment Five years of experience in planning and managing strategically in the context of a large organization's information, communication, business and technical environment Solid understanding of IT Security Management systems and frameworks (NIST, ISO, etc.) High proficiency in written and oral communication skills Strong interpersonal skills with individuals ranging from legislators, agency heads and highly specialized technicians Strong analytical skills with a view to map processes to automation tools Strong program and project management skills Ability to promote an effective team environment Ability to analyze complex problems and come up with effective solutions Ability to convert strategy to action Work in a challenging work environment to consistently deliver quality service to agencies and help them serve the citizens effectively Preferred Qualifications: Experience in government Strong combination of technical and management background Reporting at the senior executive management level Candidates for this position will be required to submit to a criminal history investigation pursuant to A.R.S. 41-777.
