Job Responsibilities and Requirements: Agricultural insurance is one of the four business lines of the Disaster Risk Financing and Insurance (DRFI) Program, which also covers sovereign disaster risk financing, property catastrophe risk insurance, and disaster micro-insurance. The DRFI program is recognized as a center of expertise in agricultural insurance and has provided advisory services on agricultural insurance for about a decade, including the Mongolia Index-Based Livestock Insurance Program, India Weather Based Crop Insurance Scheme and National Agricultural Insurance Scheme, and Pilot Index-Based Insurance Programs in Latin America and Africa. The DRFI program has developed an agricultural insurance framework, which is based on four pillars: (i) agricultural risk assessment, (ii) agri-business segmentation (subsistence vs. commercial farmers), (iii) agricultural risk financing; and (iv) institutional capacity building. The DRFI program is leading a policy and regulatory dialogue on agricultural insurance in many developing countries, with a special focus on Africa. The DRFI program has provided advisory services in the design and implementation of agricultural (crop and livestock) insurance pilots, offering both traditional and index-based insurance products, as well as their scaling up at the national and regional levels. Duties and Accountabilities The person filling this role will be primarily involved in supporting the development of agricultural insurance programs in developing countries. The Specialist will report to the FCMNB Service Line manager. S/he will: Assist the Disaster Risk Financing and Insurance Program Coordinator in the management of the agricultural insurance portfolio, as part of the DRFI program; Provide technical support to Company regional and country teams - primarily in less developed markets - on agriculture insurance; Lead the policy dialogue on agricultural insurance with the country clients; Lead agricultural insurance teams; Conduct quantitative/actuarial analysis; Contribute to the development of the agriculture insurance business portfolio; Support the development and pilot-implementation of innovative insurance products for agriculture; Maintain close contacts with the international agricultural insurance /reinsurance industry; Engage with the donor partners on agricultural risk management and agricultural insurance; and Contribute to knowledge management agenda on agricultural insurance. Selection Criteria Minimum of 8 years of experience in agriculture/catastrophe insurance (preferably in developing countries) and/or international experience in advising on agriculture/catastrophe insurance programs; Relevant professional and/or academic qualifications and training relevant to the task. Master degree in agricultural sciences/ insurance/finance or equivalent; PhD is a plus; Strong quantitative skills in statistics and/or actuarial studies; Working knowledge of catastrophe risk financing instruments (insurance, reinsurance, catastrophe bonds, ILS. etc.); Demonstrated ability to work in/and lead teams and contribute to a common good; Demonstrated ability to provide client governments in developing countries with sound advice on the development and implementation of suitable agricultural insurance solutions; Relevant working experience in the non-life insurance and reinsurance industry, particularly in developing countries; Good interpersonal, writing and communication skills.
