POSITION DESCRIPTION:
Contracting Specialist 1 shall be proficient in writing and be able to communicate effectively both orally and in writing. It is desirable that the contracting specialist 1 shall be familiar with the Federal Acquisition Regulation, which governs execution of procurement and grant actions. Other duties and responsibilities include, but not limited to:
- Provide pre-award and post-award acquisition support services involving researching, analyzing, and reviewing applicable regulations, departmental policies, created procurement instruments (e.g., modifications, orders, etc) cooperative agreements and grants. Procurement actions range from very simple to highly complex and include both fixed-price and cost-reimbursement contract types. The work requires attention to details and thorough documentation.
- Provide advice and recommendations as deemed appropriate and necessary to support the Contracting officer’s decision-making process.
- Shall have an in-depth working knowledge of federal procurement regulations and policies, as well as the ability to perform complex cost and/or price analysis functions and be knowledgeable and experience using electronic media, including Microsoft Office software (Word, Excel, Power-point, etc). Additionally, personnel must be able to quickly grasp procurement terms, methodologies, and processes, prepare contract files and associated electronic documentation and create procurement actions (e.g., contract, order, mod) for contract execution.
- Assists the Contracting Officer in review of requirements documents submitted by the
Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject.
- Participates in meetings as required. Meetings include post-award conferences, periodic progress review meetings, acquisition planning meetings, post-award conferences, and other meetings as
required by the Contracting Officer. During period review meetings, the Contracting Officer (CO) and/or Contracting Officer’s Technical Representative (COTR) will address performance issues, if any, and appropriate actions to be taken. Attendance in the meetings shall be at no extra cost to the Government.
