Grants/Contracts Officer

 

The Idaho Department of Health and Welfare is seeking a Grants/Contracts Officer in Boise. This position will be part of a centralized unit in the Division of Operational Services, and will support all Divisions of the Department with their contracting and bidding requirements.

 

We are seeking detail-oriented applicants who have strong writing and proofreading skills. The ability to communicate and interact with many different types of customers is critical for this position. Applicants who have in-depth experience with procurement and outcome-based service contracts are encouraged to apply.

 

Responsibilities:

 

  • Ensure Department contract and bidding compliance with all state and federal procurement laws, rules and regulations
  • Serve as liaison between contract managers, contractors, subgrantees, and state and federal agencies concerning contract issues
  • Develop bidding documents (Requests for Proposals-RFP and Requests for Bids- RFB), contract Scope of Work, Performance metrics, Cost and Billing procedures, Reporting requirements and other contract documents in collaboration with contract managers and monitors
  • Lead Department staff in development of contracts, subgrants and RFPs in compliance with purchasing rules, Idaho Code and Department procurement requirements, time frames, bid notifications, evaluation criteria and bidding requirements
  • Create contract documents and record all related contract documentation as required using the Department’s electronic contract generation system
  • Evaluate and analyze statistical and financial information relating to contract records
  • Maintain contract record information as needed
  • Provide technical assistance and training for Department staff on contracting and bidding procedures, developing contract documents, writing and evaluating RFPs and RFBs and contract management and monitoring

 

Minimum Qualifications:

 

  • Experience developing contracts including identifying goals and timetables and determining program needs and funding
  • Experience monitoring and evaluating contract activities and expenditures
  • Experience interpreting laws, regulations, and policies and advising on their requirements
  • Experience evaluating statistical and financial information and developing reports of findings
  • Experience evaluating responses to Requests for Proposals for contract services or good knowledge of techniques used in negotiating contract terms and "best and final offers"

 

Additional Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.

 

  • Experience collaborating with contract administrators, managers, monitors and company leadership in developing outcome-based service contracts. Typically gained by one or more years of related experience.
  • Experience researching, composing, and editing technical and/or legal documents. Typically gained by at least one year of related experience.
